Probably is. Dobes, GSDs, Bouvier, Belgian Shepherds, and lots of other dogs were used by many countries during WWI, which is the time period this looks to be. I think, though, that they were used more as messengers and to locate wounded soldiers, than as what we would think of as a military dog today.
There is an organization called War Dogs and they have quite a bit of info on dogs that helped in WW1 and WW2. I even bought a dvd War dogs of the Pacific and I was fascinated by what these dogs and their handlers did. After their service they were returned to their original owners. When we do Bite Prevention at the schools I show a pic like this one to the kids and they enjoy it. There is usually 1 per class that ask if Jojo fought in the war. Gotta love kids and their questions!
