Dobes, like all single coated breeds shed a bit all the time. This is unlike the double coated breeds (Aussies, Shepherds etc) who seasonally shed undercoat in massive quantity and shed the outer coat a bit at a time.
Your vet is right about it being normal for a Dobe to shed. Some Dobes shed more than others.
One of the things that helps is just wiping them down with a damp terry cloth towel once a day--it'll take out a lot of loose hair.
Terminators, which are wonderful for double coated breeds, particularly when they are shedding undercoat don't really work well at all on Dobes or any other short haired, single coated breeds.
