The party idea sounds great (saving that for myself later)... but I'd go nuts myself knowing this neighbor was doing that with her dog. Isn't there something called "go away dog" you could spray along the outside fence line? Or how about "moleaway" - does anyone know if dogs hate that? And I agree, when you scoop in your yard, put it by the fence line so the owner will get messy feet... he he.
