My 2 yr old male got so excited one arterboon o came home he was jumping licking and his pink lipstick must have popped out.a wee wee bit to far coz he kept yelling and licking. It coz it wouldn’t go in I was a gsd male

I'm certain english is not your first language but your post made me giggle.
Has it now gone back in? If not, you can help it with a little lubricant. Or take to your vet and they can do it.

I'd call your vet. It's not normal for it to not go back into its sheath, and could be an emergency if it swells.
Good thing it doesn't happen at all to ORG
