I have to go along with the people who think training is in order. Unfortunatly this would have been a lot easier if it had never became an acceptable habit but it can still be done.
My pet peeve is just what you are describing, a dog that barks at neighbors. People have a right to be in their own yards without having to listen to someone else's dog. I would at the very least try to introduce the dogs to the neighbors over the fence and outside the fence so that the dog knows there is no threat. If it is just boredom that is causing this then it would be time for lots of exercise and training classes.
