How do you report a breeder?

I was looking up a breeder referred to me and pictures pulled up on puppyfind.com when I googled them, the puppies r each sitting on this chair covered in a white sheet with blood on it and in the back ground its trash everywhere , not quite sure what to do but that freaking is awful!

If you can find the breeder's name/address, you can make a report to Animal Control and/or the Humane Officer for that county.

It is quite possible you will be disappointed in the response, but the more calls these officials get on one address, the more likely they will be to investigate.

If there seem to be hygiene/health issues, you can also try calling the County Health Department, in that breeder's county of residence.

There are a lot of really substandard humans who seem to think making a living off the backs of their dogs is fine and dandy--I appreciate you trying to do something about it, even if it is an uphill battle, to get anything really done.

I agree with RFR; if you can, please do report them, but don't be surprised if nothing comes of it. I reported a breeder here in Maine that was keeping her Dobermans chained outside (Maine winters are brutal!) but because the dogs had food, water, and crappy doghouses, turns out what she was doing was legal. Her house was a dump, like Hoarders-style dump, and reeked of urine, and she had a back bedroom full of overcrowded cages of small pets like rats and hamsters, but again... food + water + reasonable health = humane officers can't (or won't?) do much.
