I wouldn't put something as rigid as a Popsicle stick into my dog's ear. I'd try monk's suggestion with a smaller backer rod. If it's too small you can always wrap it a few times in tape.

This is the method I've used however the stick is wrapped very carefully with paper towel so it's soft and can't hurt the puppy. Then you tape it tightly and then you tape it "sticky side out," spray with starter fluid, and put into ears.
