we got the puppy two days ago i am interesting to know when is the best time to start training the puppy she is 9 weeks old right now.
same people told me that the puppy is going to act weird because the cropping is it the cause? because right now i see that she is not responding to nothing she is only playing and sleeping.

Now is a good time. If her ears are still healing maybe wait till they dont bother her anymore. Make good friends with lots of tasty treats. Keep training short and fun multiple times a day.

As wgsdluver said, it's never too early to start training. The key is finding a reward (usually a super tasty treat) that they love and keeping training FUN. Dobies are smart and they're definitely smart enough to decide not to do something if they dont find it worth doing.

start small, think of a child barely ready for kindergarten, short attention span. Keep it simple, short and fun with lots of praise.

Training doesn't need to mean intensive sessions! Keep it short, keep it fun, and keep it awesome! We taught Elka "sit" very early on; she would default to sit when watching what we were doing, and we named it and made a big happy deal about it every time.

Playing and sleeping are what 9 week old puppies do, cropped ears or not. You can work on trading toys with your puppy, to lay the groundwork for things like "drop it" and "take it", you can reinforce an adorable thing that your puppy does, so that she'll do it on command as she gets older, that kind of thing. Look for "teachable moments" ;)
