I don't think there is anything wrong with a dry/rough nose. They sniff EVERYTHING, so that part of the body touches a lot of things, probably more than anything else, which would make it dry and rough.
I haven't seen how the top of your pups snout looks but that area tends to have less hair/coat naturaly and at the same time once again I believe that part of the body goes through more "ware and tare" ie...petting/playing/sniffing/and nudging.
But then again it would be nice to be able to see a pic of the pup, not just for this reason but also because all of us here are crazy about dobes!
