Its sounds like male to male agression with the info provided. Do they act the same way, when they both are out in a neutral area? Like at the park or away from their property. Also when they interact with other dogs individually, do you see the same behavior?
Also does it seem one instigates more than the other? This may or may not shed some light on things.
