I know a book call The Mouse That Roared. But a series? Huh? And say what about The Don Camillo series.

The Mouse on the Moon
Set back when Russia and the US were racing to claim on the moon. The Mouse needed money to update the plumbing on their castle and went to the US to borrow money (a few thousand) claiming it was for their moon expedition. The US gave twice as much to them, the US wanted to spread propaganda that they were really for the internationalization of space. The Russians, not to be outdone, sent the Mouse an outdated space rocket. The Mouse built a lunar rocket to keep up the charade.
Then they found out they could use wine for propellant and shower jets on their "rocket". Everyone laughed.
The Mouse blasted off; the US and Russia sent their space craft up to try to catch the Mouse's spaceship ("ownership" of the moon was at stake). But the Mouse was first and the US and Russians had to come home on the Mouse's ship because theirs had failed.
For those of you who are not well read
the Mouse was a tiny very broke country in Europe. In the Roared, they declared war on the US so they could lose and the US would send them money to "rebuild", just like the US had given money to other countries they had beaten in WWII. The Mouse sent an expeditionary force of men armed entirely with bows and arrows to NYC and won by accidentally kidnapping someone important (a scientist and his invention the "quadium" bomb).
Don Camillo series....a priest (Don Camillo) and a communist mayor match wits in rural postwar WWII Italy....generally satire of both the Catholic Church and Communism (and other post WWII stuff). Despite their bickering, they worked together when things were rough. Friendly enemies....
I vaguely liked those that I read...but just cited them here because they were obscure books my mom had and I'm trying to one-up you.
