Update Loki the Fawn Natural Boy

Hi Folks,
I'm hoping to get some training tips, thank you in advance.
We have had Loki since March 27, he was one on March 10 and had 4 owners before us. He really is a love bug!
But by now he is very comfortable here with us and Bella and he is showing obstinacy and bad manners, to the point I've almost lost some patience. He is trained off/ on during the day and has treat recall from way out in the yard. He is very smart and sensitive.
He was rampaging around the house early so now I've chained him close to the bed and he's getting calmer a lot before morning feeding time. It had to be a chain because he will go through a leash like bacon.
A big problem is his giant paws, huge claws (including his dew claws)and scratching our legs arms body face you name it. He does let me clip his claws but they have not gotten much smaller. My husband has thin skin and anything from either pet causes tears and bruising. Loki is just paw centric, maybe someone encouraged this before(?). I don't mind training for shake but hate the unsolicited scratching. Do you think if I train for shake it would help?
Don't get me wrong he has come a long way and won't cabriolle into either of us any more. He scratched my face last night; it was the first time I put him in time out and fed them a later dinner, after us. He's been a pussycat so far today, and not raised a paw.
Loki also is dog reactive, I am trying to take him places where we can see dogs from far away. He even flips out in the car if he sees a dog on the sidewalk.

Loki was 2 days on the chain in the bedroom /morning before breakfast but not today, because he was so good. Also he continues to be very good dog about scratching. Only 1/2 lifted paw 2--3 times!
Last night I came back from my 1st swim at my girlfriends pool and Loki thought I was an intruder. He was defensive/ scared and barking very loud! It took about 5 minutes of me petting Bella and Mk holding him before he realized it was me. When he realized it was me he got all wiggly and sweet....The pool water had washed of all my usual scent and it was 10pm....
