Swollen vulva no blood

Ruby is coming into heat and has been swollen for about a week with no blood. Is it normal for the swelling to proceed the bleeding by this long?

Yes, their vulva will typically swell before any bleeding starts. However, it's also possible that she is being incredibly good about keeping herself clean. You can use a white tissue or TP to check for any signs of bleeding.

It's also possible she won't bleed a whole lot this time around. Each bitch is an individual the presence and amount of blood varies from bitch to bitch, in addition to how early the swelling present... there's also the fact that sometimes bitches can have silent heats or partially silent heats, not to mention split heats.

As falnfenix said, keep a close eye on her. There isn't a singular answer unfortunately.

They actually vary A Lot. Some swell for weeks before they bleed. Some start bleeding and then swell. Some bleed a lot, while others barely bleed at all. Some swell up huge and others do not swell much at all. Relax, she will be doing what is normal for her. Be sure to mark it on the calendar, so you will kind of know when to expect her next season, but that can vary a lot too.

I get the impression this may be her second heat?

My vet told me what happens during a bitch's first heat isn't always very predictive of the rest of her heats. Her body is just really figuring out what to do and sometimes that first heat is weird, or different, until she settles into what's normal for her. So what happened the first time may not be predictive of what is "normal" for her. Sypha's first heat was nothing like the rest of them for her.
