When you say not bathing at all, how long have you gone? How often do you brush him, and with what?
I don't see it as a normal Dobe thing to be at dry and dandruff-y. It's noticeable with their short, black coats but shouldn't be bad.
If it were me, I'd do thyroid testing and consider switching to another food just to be sure.
In the meantime, you might try the Apple Cider Vinegar wipe down that I always recommend. Dilute it with 3-5 parts water and wipe him down with it every once in awhile. It can help soothe skin, and cleans them without stripping oils. I'm not sure I'd do it every day long-term, but I've used it daily for 2 weeks when Silas had an allergic reaction to cedar mulch. The vinegar smell doesn't last and it helps make the coat shiny, too.
Edit: rough rubbing against the grain of the fur can irritate already dry skin. Maybe try just giving him love in the direction of the fur, not against.
