February 6, 2013 Application for Broad Run kennel sparks controversy
The kennel operators seek a permit to house as many as 20 Doberman Pinschers and six Great Danes.Fauquier County’s Board of Zoning Appeals on Thursday afternoon will consider a controversial application for a dog breeding kennel near New Baltimore.
Irina Barrett seeks a special permit for their kennel, which has operated in violation of Fauquier zoning regulations since 2009, according to county officials.
Ms. Barrett has housed as many as 40 Doberman Pinchers and Great Danes on the 4.9-acre property at 6205 Beverleys Mill Road, according to a zoning staff report (embedded below).
She seeks approval for a breeding operation that would house as many as 26 dogs.
Ms. Barrett keeps dogs in three rooms of their house and in a separate 30-by-40-foot building on their property, zoned for agriculture and rural conservation. Both of those kennel locations violate the county’s requirement for a 75-foot setback from the property line.
A county zoning official and an animal control officer first visited the site in August. They have conducted follow-up visits.
Last month, “in response to complains about the care and condition of dogs on-site, an animal control officer and a court-appointed human officer visited the property,” the zoning staff report says.
Fauquier County Human Investigator Hilleary Bogley’s report noted a number of problems with the dogs’ care and environment.
Ms. Barrett has since addressed many of those problems, according to Ms. Bogley. She and the animal control officer have conducted two subsequent inspections.
An American Kennel Club field agent in March 2011 visited the operation and found the operation “in compliance with AKC rules and regulations,” according to the zoning staff report.
The BZA meeting will begin a 2 p.m. Thursday, Feb. 7, in the Warren Green Building in Warrenton.
The zoning board and staff members will visit the kennel just before noon on Thursday.
