5 Year old black male need of rehome

A local breeder just contacted me this morning as she has a 5 year old male to place.
This is the third time that the dog has ran away from its home and got picked up by animal control and the second time she's gone to collect him. She didn't want to give him back to the owner the previous time but he made promises he obviously didn't keep. Therefore, she doesn't want to publicly post the dog or state her name publicly since she doesn't want him to come knocking again.

As such I'm doing her a favour and putting feelers out.

The dog is extremely friendly, he's very social with other dogs, sweet with people, housebroken. However he is clearly understimulated and gets overstimulated easily and doesn't seem to really know any obedience commands. He is not crate-trained. He won't break out of it but he whines and cries, so confinement should likely be planned for with a pet/kiddie gate of some sorts. But he is not destructive and he is a real cuddlebug.

He is looking for a home that would have the time to spend with him to get his basic training in, and re-socialise him (I don't mean with dogs or people but just needs to learn that being outside is not a big deal and things aren't worth getting over-excited about) and that would be active with him as he has good energy levels. In spite of this his nails were maintained adequately so it seems he is used to all sorts of handling.

The breeder thinks it would also be worth doing a thyroid panel as she finds him a little lean and says he is a picky eater/doesn't eat much. Although she added, this is typical of his sire, and apparently his littermate is the same (the littermate is fed a rotation of raw and kibble as well as satin balls, but it has to be varied to keep him eating properly).

He is cropped, with one ear standing and one ear flopped. Black.

He is well bred, one of his littermates is a finished Ch with a Rally title as well as his Canine Good Neighbour (CGN - the Canadian CGC) and I believe is also training agility. He also has another sister who is a finished Ch.

Located in the Montreal area/surrounding region.
