He looks a little thin to me and the weight is a little less than I'd expect from a 16 week old puppy. I'd like to see him closer to 40 pounds at this point.
I don't blindly follow amount directions on food bags--every puppy is different and I really just look at my puppies on a daily basis and as Melbrod says if they look a little thin I add more food and if they seem to be getting chubby I feed a little less.
And you do have to take in account that puppies typically when growing go through round fat stages and then suddenly grow a mile of leg and look like they are about to starve.
Good luck--just keep an eye on him and add more kibble if he looks thinnish or les kibble if he seems to be turning into the Pillsbury dough boy
