I don't know to what extent it's true or not, but I have seen leash-reactive dogs react to the sight of another dog two blocks away on the other side of the street, and lunge so who knows. But to me a dog that is that scared/frightened is not a mentally balanced or stable animal by any stretch. (I also realize it's different on a leash since the dog may feel trapped)
