Actually that's not entirely true. I've had males from some lines who were at or very close to their full height by the time they were 6-7 months old. But I've had more that didn't hit their full height until they were 18 months old. They do fill out and begin to look more mature in the the second year but most of my males have actually been closer to three before they were actually at their mature weight.
Because I show I tend to keep more weight on the dogs until they are out of the conformation ring and cut them back 3 to 5 pounds as soon as they start doing things in performance--especially if they are running agility.
The weight is appropriate for the height that you think Duke is. I've found that a lot of people don't actually measure their dogs correctly and they often are taller than the owner thinks they are. And dogs that weigh 110 pounds are more often than not fat--not just big.
Duke is still very much a puppy at 11 months--you really need to allow him to finish growing and maturing.
