Its been passed. Any pit bull, or pit bull type that is in a shelter or rescue is to be euthanized. They are not allowed to be adopted out. Anyone with a Pit Bull or Pit Bull Type must obtain a special permit by December 2016. Any dog that kills an animal must be euthanized. Any dog over 20kg must wear a halti or harness. City representatives can access your home without a warrant to apply this new bylaw.

Today is a sad day.

Breed Specific Laws are nothing more than knee jerk, feel good legislation that generally does more harm than good. Hands on dealing with specific dog related situations are the only way to go.

I am a landlord and have been since 1980. Single family, duplexes and every small apartment buildings. 50% 0f my tenants own dogs. I have never charged a specific fee or deposit for a dog.

I have a new tenant moving into a duplex on 10/1. He has an AMSTAF. I met the dog. Nice pup. Our agreement (in writing) is simple. If his dog ever becomes a nuisance, they leave. In all the years of renting to dog owners, I have NEVER had to enforce that rule.

BTW, my owner's Fire/Liability insurance has no dog exclusions. I do suggest to my tenants that they procure renter's insurance, including liability. To the best of my knowledge, they all do. Its cheap.

Sadly, irresponsible owners are the blame here. And the rest of the populace pays. My son's neighbors pitties got out and proceeded over to some neighbors and killed the family's pet goat and all the chickens. This was in full sight of the children of the family. Another instance was when 2 pets attacked the child of the family. And nothing could get the dogs off the child. Where is the middle? Is a child less important than a pet? Absolutely not. The strength that these dogs possess is unbelievable and if you own one of these dogs, why would you set it up for failure by leaving it alone in a yard or a house? If an outside dog, fencing should be appropriate so that they will not escape. But, this rationality is in question, because most people are not aware of their own dogs. I am sure this will be just the start of breed specific legislation.
