Yes it's common
Cropping is a controversial ethical issue, so many people choose not to in accordance with their beliefs.
Some people prefer the natural ears look.
Others don't feel they can cope with the posing, or finding a good cropper in their area if they bought from a BYBer who doesnt already crop the ears before sending them home. Some people leave it too late and when it comes to brining them in the vet wouldn't do it.
