Casper is verrrry dog reactive - I am at my wits end we live in a lovely (extreme sarcasism) neighborhood - and now that it's cooling off and the windows are open we get to hear all the neighborhood dogs barking - which causes Casper to whine, pace and jump on the desk trying to get to the windows

I also have to worry because seeing or hearing a dog on TV will cause him to bark and rush the screen - he already broke my printer jumping at the TV in the office (It's on the wall above the desk) and I'm scared to death to even allow him in the living room where the TV is on a stand.
He has even lunged at my monitor while I was looking at a picture thread here on DT
He will not play with us in the yard anymore he just runs the fence line frantic because of the neighborhood dogs
He had been getting better we worked alot on walks in the neighborhood but we have had 3 instances of loose dogs running at us and getting in his face which has set us almost back to square one with walking on a leash

It also seemed to make his yard behavior and TV watching worse
Will he ever get less reactive ??? any tips or tricks I am working more on his obedience (I slacked for a few weeks).
a little back ground - He is a rescue approx 14 months old - (I have had him since Memorial Day so about 3 1/2 months)
He has completed a basic beginners obedience class with me
Please tell me it will get better and he will focus more on people than other dogs someday (the sooner the better)
