You say that the dog is fine on the way back but you think that she doesn't want to leave the house? That's a form of insecurity:the dog feels safe at your home so she doesn't wanna leave that place. Make sure that in the first few weeks she only gets good expieriences outdoors, no pulling on the leash or not getting mad. After all she's still a pup,little kids also have to discover things sometimes before they completely trust it isn't it?
IMO it has nothing to do with being stubborn

Just keep taking her on those walks. A good friend would joke that she took her two dogs for a 'drag' down the driveway for the first few weeks. They refused to budge, but after using treats and gettong out, they got braver and now love their walks.

All good advice and insight so far.....just add my 2 cents (as usual )

Some pups and dogs are "naturally" inquisitive and fairly confident while others might need a bit of confidence building and reassurance. Think about it this way - why should they leave a place where they KNOW is safe, have all their needs met and usually don't have a line attached to them? The key is to make exploring and having a line attached - that much more appealing then the safety of their home turf. I usually start my pups leash training by first making a big ta-do about attaching the leash to their collar (even if I intend to carry them to the car) and then driving them somewhere fairly close ie., to a park, nature preserve etc., that has alot more to offer then a neighborhood or roadside. The key is to make at least in their eyes....going outside their safety zone (home) with a line attached ....a great time for them...much better then hanging around the house. If as far as I could get with my pup/dog (on a loose line) is to the driveway...you can bet that once we got that far, I would plop down on the ground with them and play, treat, pet and do whatever makes them the happiest that much more there then I ever have done on their home turf. A really good experience....is one they will remember and want to do again..... which will naturally build their confidence and trust in you and eventually in their willingness/desire to explore the world outside with you.

All pups get stubborn at one time or another......the important thing is how we react to it. Trying to force a pup to do something (pulling on line)...usually only creates greater resistence and at times can actually instill fear.......making where YOUR at and where YOUR going that much more enticing and a better place to be is IMO the better route to go with a young pup.

I agree she sounds insecure and fearful. The reason she is better on the way home is your likely taking the same trail back and she starts to scent familiar things, even that she has been there. The closer she gets the more everything smells like her 'safe zone' where she is comfortable. I am also a firm believer in using a drag line at someplace like a park or lake and sitting down with the pup and letting it choose how far it feels safe from me.

Shes not far from the rebel 'I'm big and I can take on the world and don't need YOU around' stage. This is a very good time to get a firm recall command started while she still needs you as her safety net.
