I think the dumbest thing I ever heard was while working at 911 (actually, I heard a lot of dumb things, but this took the cake).

A man called in one night, wanting to report $800 worth of cocaine stolen. He then asked "If the officers find my cocaine, will they return it to me?" I sent a couple of officers to chat with him.
