Schuyler, NE proposal targets SEVERAL breeds

On Tuesday, December 4, 2012, the Schuyler, Nebraska city council will hold the second reading of a proposed dangerous dog ordinance that targets several breeds of dogs including:
American pit bull terrier,
American Staffordshire terrier,
Staffordshire bull terrier,
Dogo Argentina,
Presa Canario,
Cane Corso,
American bulldog,
Chow chow,
Doberman,
Rottweiler;
and American bandagge.
The council meeting will begin at 6:00 p.m., at the Schuyler Municipal Building at 1103 B Street. This meeting is open to the public.
The proposed ordinance passed the first reading on November 20, and provides that specific breeds not be allowed outside the owner’s property unless restrained and muzzled under a new ordinance being considered by the City Council.
According to the proposal, owners notified that their dogs are dangerous or potentially dangerous would immediately be required to comply with restraint regulations – the dog would not be allowed outside of the owner’s property unless under the control of a person 19 years or older and restrained securely by a harness and leash no longer than six feet and properly muzzled to prevent the dog from biting. Within 30 days, the dog would need to be spayed or neutered and implanted with microchip identification. Owners would also need to obtain and provide proof of public liability insurance of at least $100,000 to the city. The specific breeds would need to be securely confined indoors or in a locked pen when unattended and the owner must post a city-approved warning sign on the property.
In addition to targeting specific breeds as “dangerous,” the proposal goes on to define a potentially dangerous dog as one that inflicts injury on a human that does not require medical treatment, injures a domestic animal, or chases or approaches people with an attitude of attack. A dangerous dog is one that has killed a person, inflicted injury on a person that required medical treatment, or killed a domestic animal without provocation. A potentially dangerous dog that inflicts injury on a human that does not require medical treatment injures an animal or threatens the safety of humans or animals will also be declared dangerous.
The proposed ordinance adequately defines a “dangerous dog,” and, as such, the need to target specific breeds is unnecessary. Please reach out to city officials and encourage them to focus on irresponsible and reckless dog owners regardless of the breed of dog they own.
Please send your polite, respectful and informative opposition to the breed specific provision of the proposed ordinance to the Schuyler city officials. Provide them with estimates on the costs of enforcing BSL. And, of course, provide them with the many reasons that breed specific laws do not work.

| Oy, so not fair. Your dog could walk down the sidewalk and go ears back, nub waggling while passing a stranger and some people still freak out. It should not be your dog's problem if someone has an irrational fear.
I'm very curious as to what would be defined as dangerous and how they go about evaluating a dog that a person has deemed dangerous. |

| Things like this are absolutely absurd
It's bad enough some of these dogs are banned from Military base housing. Completely unfair that I had to relentlessy search for a house that would accommodate my puppy AND be in our price range! What about the untrained toy dogs that attack people? Why aren't they on that list? So stupid. |

| The BSL you describe exists here in Spain already.
It does nothing to stop dog attacks from happening, mainly because it isn't the Pitties or Dobes that are doing the biting etc, it is the smaller breeds and hunting dogs. But they do nothing to those dogs because the politicians are too afraid of what the people will do if they legislate all dogs must be controlled.
I am all for controlling your dogs, but I also think that control of human beings is paramount too.
Stop the nut jobs owning dogs of any breed.
Stop the irresponsible owners who think it fun for their Pekinese to go nipping at your ankles too.
Hold them liable
As for the addition of the bit about defining a dog to be dangerous if they kill a domesticated animal. Jesus in a handbasket, dogs will be dogs, they chase cats. Are they saying if a dog killed a cat that wandered into the dogs yard that said dog shall be classed as being dangerous?
Honestly this BSL stuff is becoming weirder by the minute.
Good luck guys I hope you can stop this stupidity, unfortunately as has been stated on this site many times.

| I am really discouraged by all these dog bans now what about sporting dogs does this mean those who show their dogs in these towns must move, does this mean if a dog show were to be held in this town those breeds would be banned from showing. | Ill tell you one thing if they ever think of coming around my town with their BS BSL id be leading the first rebellion battalion. Its sad every time these laws come into effect so many innocent dogs get pts Ive owned multiple breeds on this list and even being reactive at times they were always controlled or handled by me. | What's a American bandagge? Do they mean an American Bandogge? Legislation like this drives me crazy. It's not effective, and it's a huge waste of taxpayer money.
Will it make an impact if out of state people write a letter? |
