Typically, folks like this won't surrender to rescue.
I can't, obviously, tell anyone what the right or wrong of the situation is, morally, but if you can get a reputable rescue to say "yes" to this boy, and someone can "adopt" him for the pittance of 25 bucks, then that might be the solution.
We've already had offer to transport (thanks RedMaro) and so it sound do-able, provided you can get the people to give you the dog. Usually it's first come/first serve, obo, that sort of thing, with this type, and you have to tread carefully--it's not like logic is usually ever involved in their thinking and decision-making.

| I'll contact the poster and tell him I would like the dog, and could give him the rehoming fee now for 25 bucks, plus another 25 if he holds him a day or two so we could get this set up. I'll do that right now. In the meantime we need to get the rescue on board, which like I said may not be easy.
I could hold the dog for a week or two if necessary, but right now I have my hands full and could not make it a permanent deal.
