Red face after neuter sag?????

I can not believe I am actually asking this but here goes.....
My foster boy is about two years old and recently neutered.
His "package" is completely empty and saggy. Now, I have never had a male neutered this late and I was just curious if all adult males have this? I know when nuetered young, you can hardly tell anything was ever there, but this poor thing just looks so sad. Does it shrink up with time? I never understood when people talked about implants but after seeing his "emptyness", (and apparantly he was once a very big boy) I don't think it's so silly anymore. Anyway, no medical issue, just my own curiosity.

Why leave it there? why not just cut the flap of skin off while the dog is under?

Ryan was neutered at 2.5 years old. His is pretty darn shrunk up now.
I don't expect T's to shrink that much, but maybe.

I figure it is just something to flap in the breeze lol

my min pin was neutered right before I adopted him. I thought for sure they didn't complete the procedure because he still looked like he had testicles. But it did completely shrink.
