Does anyone here have experience with a female dobe looking small around the 1 year mark (especially the head) and then them having another spurt?

My question is because my friend's female, at right around a year, seemed to have a small head for her body, but now a few months later, she seems all the right proportions.

Zoey seems to be doing the same thing. She looks small because of her head, but I measured her last night, and she's right at 27".

I guess the question I'm really asking is do the females have a "head" growth spurt right at around the 1 year old mark?
