Red Dobie skin chapped?

Hi, I was wondering if Red Dobies or Doberman's in genral get skin chapped by cold weather and winds? The reason I ask is because I took Teddy out for a walk and when we came home his skin around his privates and under arms was red. This is not the first time it has happened. On cold windy days it seems to come about. Then it disappears after a day. I've heard people being allergic to cold (people getting hives when ice is placed on there skin) Does anyone here have similar problems?

There is a poster on here that had a problem with his dog's testicles getting chapped in raw weather like yours. He used Udder Balm (can be purchased at a farm supply store). It is for chapped udders on cows.
I had another friend whose doberman's underside (belly) was red and inflamed looking. This was discovered after a bath by her daughter who works for a groomer. They used Gold Bond, can't remember if it was the powder or a cream and that worked. I don't know what caused his chapping.

My vet said it was from moisture and similar to what we get. But that doesn't explain the why he gets is from just walks. I'll try the udder balm hopefully he won't lick it to much. Thanks
