This is a neurologic test for what is called conscious proprioception (CP) - which basically means the signal going back from a foot to the brain to tell the brain where that foot is in space. We often will turn the foot over while supporting the dog to see if they right the foot immediately. Normally, the dog will recognize immediately that the foot does not belong that way and fix it. Sometimes very compliant dogs will leave the foot however you place it just to please you, but typically delays in righting the foot and nails scuffing when walking can be indicators that CPs are decreased.
CPs can be decreased for various reasons, but - IVDD (disk disease that causes compression of the spinal cord) and degenerative myelopathy are the most common.
