Dry, itchy skin can be a skin disorder, parasites or food allergy. A good oatmeal or aloe shampoo may help. Flaxseed or fish oil supplements may help the dry skin. Parasites of anykind should be dealt with promptly. Some dogs have allergies to wheat or corn. Check the first 6 ingredients in the food you are feed and if wheat or corn are one of them you might try something that eliminates that to see if it is a grain allergy. Good luck.

Have you been to your vet? There are other parasites that can cause itchy/flaky skin - sarcoptes, cheyletiella.
Also would recommend a full thyroid panel (ex. Michigan State Univ) to rule out that as a contributing factor.
Food allergies can occur, but it is rare for them to be the only thing dogs are allergic to. Inhaled allergies (pollens, molds, dust, etc.) are MUCH more common.

Skip the vet, go to the dermatologist instead. You may need a referral, call the vet and get one. I can't stress enough how great my dermatologist is. Caught things my vet had no clue on.
