If this is the dog who was born in January this year he is only just a puppy--he doesn't even have an adult coat yet. Most puppies have thin hair on the underside of their neck, under their chest, their belly, sometimes behind the ears which will thicken with age and maturity.
Thyroid problems are unlikely to be manifest at this young age.
Pups generally shed the first puppy coat out at around 5-6 months. There is usually another shed out around six months later when they end up with their adult coat. This isn't terribly obvious on black dogs but some of the red dogs change color radically during those sheds as do some of the dilutes.
I don't think there is anything for you to be concerned about at this point--if he still has thin hair (so that you can see skin) when he's two then I would definitely have a full panel thyroid test done--it's when I do them anyway--even if there is no indication of a problem.
