| Yep, its confusing. Go to your profile page and on the top left corner you will see the word Profile. Click on that word and select Editor Mode (Advanced). Then when you look at the Photo, you will see a box with a little tiny wrench in it. Click on that wrench and another screen will pop up in which you can upload the picture from there.
The profile picture in the control panel is left over from the last upgrade, which loads the picture to a different profile page that isn't used anymore. The new profile page can be editted and customized anyway you want it. It has so many options.
Give this a try and it should work.
