It doesn't sound like the state will name any breed to be dangerous. Our state law as it currently stands prohibits BSL, which makes me proud to be a Pennsylvanian.

However, the concern, according to all of the explanations I've read, is that the new wording would leave a loophole for municipalities to enact bans on "dangerous" dogs. We all know that the best-case scenario would be for "dangerous" dogs to be considered any dog who has bitten...however, the reality is often that breeds are judged rather than individual dogs or circumstance.
