Our first dog: Debbie!

Hello everybody! I'm new here in this forum. We've just acquired an adorable female dobie pup, whom we named Debbie. I have attached some pics of Debbie.

I have one concern, though. For the last two pics, I've encircled what seems to be white "spots" on Debbie's legs. Maybe these spots are skin areas where there is no hair, but I'm not sure. Does anyone have any idea what these are and how to "remove" them or have hair grow over them? My breeder friend (not the one who sold me Debbie, he's a friend of the breeder who owned Debbie) told me that these are just normal and will be gone after a while. He recommended putting petroleum jelly over the spots. Is he right?
