Did you not say she then barks AT the paper?
If you've never tried clicker training before, I think you and the pup will really enjoy it--and I've found it's one of the fastest ways to get a bit of control over undesirable behaviors they are offering you--in this case, excess barking.
I use all different kinds of training tools, but I appreciate reminders sometimes that if something I'm using just isn't having the results I want--it's a good idea to try something else!
