Microchip implanted wrong

My understanding is that chips are supposed to be implanted into the connective tissue under the skin. That correctly placed you should not be able to feel the chip itself.

I am asking because I have a 14wk old pup that it was implanted in just under the skin of the neck towards the base. The chip itself is very easy to feel and I have marked the coat above it with nail polish to keep an eye on whether it is moving. It does seem to be moving a bit.

Should I plan to have it removed before it creates an issue slipping under the shoulder etc. or is that much movement unlikely.
