not sure about mess on the floor, mine have always licked stuff out. i normally use kibble but put hot water on it to make it into a mush. stand the kong in a small plastic bag ( freezer bag) so one end is down, spoon mush into the other end with a small spoon. close the bag and freeze.

have not tried peanut butter cos my kongs are huge and it would be cheaper to but a joint of meat for them to crunch on lol.

i used biscuits once made to mash with water and left over cake ??

as for cleaning, boiling water, leave it to soak and a thin baby bottle brush works fine..

as for the floor never had a prob cos the lick it up before it even has chance to hit the floor !!!
