Couldn't you get a 30-50 foot lead so he can at least run around a bit but you still have control for recall and in case he sees another dog he can't bolt?
Have you considered using a prong to work on the loose leash walking? Even though you are using the right techniques, if it obviously isn't working, even after a lot of practice, you will have to try something else. Every dog is different and you just have to do what works for your dog. I would walk him to the park (or where ever) on the 6 ft leash and prong, then put the long lead on him once you got there. Bring lots of goodies and practice recall on the long lead.
I would also only use an e collar as an absolute last resort, but if that's what it took to be able to give my dog adequate exercise, yet still be able to safely control him, then that's what I'd do.
