I don't know how old your boy is but if he's around one year, if I were in your situation with no fence, I'd go to a e-collar. That way you could control him in a non-fenced area. High energy Dobes can be tough to live with when they don't get a good run everyday. If you go with one get a decent brand like Dogtra or Tri-tronics.

In my opinion if he is already bolting at other dogs and blowing your commands off, he would have a e-collar on him now if he were mine. You can either fight it, have the potential of a problem or solve the problem.
