Yes, although not common. It may simply be that he was excited - not uncommon to see small amounts of urine when dogs (especially young ones) get excited. This can also be seen w/ submission or fear. Is he neutered? If not the other thing would be prostatic fluid if he had an erection.
Other ruleouts for urine would be UTI (although not common in otherwise healthy male dogs), trauma/irritation to the tip of the penis/urethra, urinary stones, etc.
It is normal for intact male dogs to have a small amount of yellowish penile/sheath discharge. If it is more than a little or is bothering him, he could have inflammation/infection of the sheath.
