You can use Windows Paint to change picture size but it can mess up the pic and pixelate it real bad. I ran accross a very simple program that does a nice job with some other good features and most of all for me, it was extremely easy to use lol. It's called Irfanview and it's free. You can brighten pics or sharpen them if they're a bit fuzzy. It can do a lot more but I'm not up to speed on all the features.
