In most cases, you can't meet both parents. Responsible breeders are looking high and low, far and wide, for the best match for their female, and he's not always going to be living nearby. In fact, if their sires are always living nearby, perhaps that's a red flag that they don't get out much and aren't really looking very far.

For instance, I live in Ontario. I've bred to males in Michigan, Massachusetts, Illinois, Ohio, etc. I'm not limiting myself to the dogs that live in my area, and the same is true for many responsible breeders. Additionally, there is a lot of breeding going on to the sperm from dogs at greater distances away and/or from dogs of the past that aren't even alive anymore.

Not being able to meet the sire isn't a bad thing necessarily.

And if a breeder has travelled to that right male at some distance away, then it's pretty likely that someone isn't going to be able to easily meet that set of grandparents. Sure, they can see them in pictures or videos in all likelihood but meeting them up close and personal may be an impossibility.

On one hand, it's a small world these days. We can breed to dogs anywhere. We're also buying dogs from everywhere. For instance, one of my dogs - his mother lived in Louisiana and his sired lived in California. The buyers of his puppies sure weren't going to be able to see them personally.
